Thematic Technology Transfer (TTT) tender Defense

5 January 2026

On behalf of the Ministry of Defence, the Netherlands Enterprise Agency (RVO) is implementing the Thematic Technology Transfer (TTT) tender. Suppose your research organisation is going to collaborate with other research organisations within a certain theme. You do this to join forces to transfer knowledge on this theme to knowledge start-ups. You also want to invest in a knowledge starter that uses the knowledge of research organisations on this same theme. If so, the Thematic Technology Transfer (TTT) scheme may be of interest to you.

This tender is specifically for applications on dual-use and defence themes. Applications should focus on at least 2 of the National Long-Term Defence Themes (NLD):

  • Smart materials

  • Aerospace technology

  • Quantum technology

  • Intelligent systems

  • Sensors

Applications focusing in whole or in part on themes other than the 5 NLD themes are excluded within the Defence TTT tender.

2 pillars

The TTT scheme focuses on 2 pillars:

  • Uniting forces for knowledge transfer: The aim of pillar 1 is for research organisations to join forces for a thematic commitment to knowledge transfer.

  • Risk funding for start-ups: The aim of pillar 2 is to increase the availability of risk funding for knowledge start-ups (start-ups) within the theme of pillar 1.

Deadline application and more information

You can participate in this tender until 15 April 2026 17:00 PM. More and comprehensive information can be found on the website of RVO:
